A few things to note:
Noel values life above all else, and the desire to keep living, due to his...stupidly tragic past of "I was the last human and watched everyone I ever loved die." Like, okay FF, go hard why don't you. Anyway, his will to live and to survive is incredibly strong because he knows what it's like to lose everything, and his determination to change things (specifically, his future, in hopes of guaranteeing a future where everyone lives) is just as strong. But after the events of XIII-2, when he kind of fucks everything up and inadvertently causes the beginning of the end of the world (oops), his appreciation of life changes. He, and the rest of the people of Nova Chrysalia, spend 500 years in a somewhat depressing limbo, unaging, unable to die, but unable to progress in life. He's watched life decay in a brand new way, and it's caused him to feel more bitter and resentful about the value of life. Basically, he gets old and cranky. But is also still 18, at least in appearance. He also begins to obsess over a (false) prophecy that shows him and Yeul reuniting, and he becomes so driven by this that he's willing to kill for it. Or thinks he is. In the end, when confronted by the conflict of "kill Lightning to make the prophecy come true," he's unable, or unwilling, to land the final blow, sparing her life. Indeed, after this change of heart, he begins to come back to his old self, at least a little, working tirelessly to help people and try to change the future, for the better. By the end of LR, Noel returns a bit to his upbeat, cocky self...but with a few battle scars and a heavier heart to carry along the way.

Would you consider your character to be heroic? Why or why not?:
I would. One of Noel's defining characteristics is his need to protect people: his friends, his future, his promises. He eagerly takes on the role of "guardian" from Caius, and even after Yeul dies, he takes that role incredibly seriously, choosing to protect Serah as they travel through time. He doesn't hesitate in the face of a challenge, and he approaches his goals with a can-do attitude that sometimes borders on foolhardy. But at heart, he wants to do good. He wants people to live and be happy.

As for Noel, through the entirety of XIII-2, he definitely views himself as heroic, and.........it shows, because he's kind of a cocky "hell yeah I'm a hero let me show off for you" character. Cringe. But the end of the game changes all of that: he faces the crushing discovery that by (unwillingly) killing Caius, he has killed the goddess who controls life and death, thus plunging the world into a chaotic, decaying limbo that continues for 500 years. So, you know, that can change a guy's opinion. For a while, he tried to help people by fighting monsters and protecting whomever he could. He had hope that he could atone for his sins by saving people. But over time, those efforts broke down, and by the time of LR, 500 years later, he's consumed by guilt, hiding in the shadows and obsessing over a false prophecy. At this point, he can no longer consider himself a hero: he's responsible for the deaths of countless people and the inevitable destruction of the world. Even after his fight with Lightning and his change of heart, he can't consider himself terribly heroic -- he still believes he has countless sins to atone for before he can take that title again. But at that point in time, at least he wants to try.
